Which one should i buy. Lumia 2520 or Surface Pro 2?

I think you meant Surface 2, not Surface Pro 2, correct? If you need LTE support buy the 2520, if you don't buy the Surface 2.

Lumia 2520 if you want a smaller and lighter tablet with LTE support (as a bonus, it's arguably the best-looking tablet out there)
Surface 2 if you want the accessories and ridiculous battery life.
Surface 2 Pro if you want an ultrabook in a tablet's body. With decent battery life and a thin body to boot.
That said, Surface 2 is the cheapest of them all.
