Suddenly I see it.

Nothing worse than yellow on white, when your eyes are 45 years old.

Looks like the Amazing Weather HD app, with the Livetile set to the Metro mode (the app lets you choose from a multitude of live tile styles and options)

Never mind - just looked at the options in Amazing Weather HD... This app has similar layout for the live tile, but not the same.
