Here drive not available in stor

Anyone know how to get here drive(+) from wp store. It is not available in store(India). Or anyone can tell me whether here stll supporting wp8.1. I hav Lumia 520

Still in 8.1 here. Not in windows 10 mobile store though. You have to go to "my library" and download from there
