No, that feature requires a high end chipset to use the passive listening. Anything below the 93x series will never see it. Hardware limitation.

really i dont understand why the low budget range phones like ANDROID ONE can do this but not a mid range budget windows phones cant

Yeah OK Google works on all kind of chipsets from antic Snapdragons and Exynos I can confirm. All you need is a Google launcher. At least on my phones.

Ya we have google now launcher then ok google works and getting google launcher is lot easy on android
