Only T-Mobile can provide you with the unlock code that is specific to your 521. Request the unlock code from T-Mobile after you have fulfilled their service requirements for providing an unlock code.

Hey there and welcome to Windows Phone Central.
rc521 is correct.
I believe you'll need at least 5-6 weeks on T-Mos network before requesting a pin from them.
