How can I add a mini image [small icon] to a file name in windows?

I know this is possible because I downloaded a file that has a symbol as part of it's name- and I can copy that symbol to other file names.

Image - no. Symbol - yes.

That is, you can use symbols (like ☺ ☻ ♥ ♦ ♣ ♠ and so on) in your filenames. You can get these from the Character Map.
