I actually use the People app in my Windows 8.1 PC. Using the same Microsoft account on both my PC and phone, it syncs to the phone quite nicely.
Not everyone has the PC, and I can appreciate that. Windows Phone 8.1 and 8.1 Update 1 do not have the capability to connect to a keyboard.
Windows Phone 8.1 Update 2, however, DOES have the capability to hook up to a Bluetooth keyboard, and Windows 10 for mobile will be bringing Bluetooth OTG for keyboard and mouse as well as Bluetooth keyboard/mouse connectivity.
My phone is running WP 8.1 Update 2, and it is really nice to have. However, keyboard really isn't helpful enough to me for adding a lot of contacts. While it does speed up data entry, you still have to tap the screen to navigate and save, etc. which makes it kind of a pain for me. It will be easier when Windows 10 continuum mobile devices arrive, and you can use the full screen monitor, mouse, and keyboard hooked directly to the phone.
If you have access to a PC, that is the easiest way to handle it. It was one of the main reasons my wife decided to get her Windows Phone was so that she could use the People app to do that with.
