Have you tried the simple solution? That is restart your phone. Also try turning on Airplane mode, wait 15 seconds then turn it back off, THEN try using hot spot. Lastly are you certain your provider allows hot spot and allows it for free? Some charge extra for it. You might want to double check with your carrier.
