How can I download the 8.1 developer preview for my icon? Tired of waiting for the official an figured I would give it a try

You are probably still on firmware Lumia Black and not the latest Lumia Cyan.

The Dev Preview IS the official release of the OS which is WP8.1.1
The only thing missing will be Cyan, the Firmware update, Until Verizon releases it.
