I've downloaded it but when I pin it to the start it just says time, pin the live tile in the application?

You can show time when locked with glance, you have a giant time display when you power on the phone with the slide to unlock screen, and once you unlock it you have the time in the upper right of the screen.

You have to open time timene and pun the app from within the app. Or you can download clock hub. Its much more reliable

I'm guessing it means to open the app one time and use a setting option to pin it to start.

You want to swipe across to the 'tile' heading in the app and under that there is a button that says "Pin the Time Me Live Tile". Hit that, and your time will be shown on the new tile pinned at the bottom

If youre running WP8.1 the time is standard part of the system bar at the top next to the battery. The bar is always visible now when on the homescreen and only hides when in applications.
