Do you really want to remove Windows 10 or do you just want to know how to completely turn your PC off?
What PC are you referring to, desktop or laptop? What model/brand?
Have you tried selecting "Shut down" (not sleep, not hibernate)? Have you tried unplugging your PC from the outlet after shutting down?
