How can I restore Win Mobile 10 without access to a PC or Laptop?

I have a Windows Lumia 640 phone that died with build 16212. I don't have a PC or Laptop available to install the Recovery Tool. Policies on public computers prevents installing apps. I cannot use the phone. I was looking for employment and now have no way to restore the Phone so people can call me. Thank you Microsoft. You have ruined my life. Should be interesting in court.
I am buying a Samsung today since they're reliable.

16212 was pre-release build and you knew what you were getting into when accepting the Windows Insider T&C. I am sorry to say but you knowingly step your foot on the axe here and taking Microsoft to court will do you no good since you are at fault here. You can buy a shiny new device from Samsung but if you opted into running beta software on your device and if it damaged your device you would have to restore using Samsung Smart Switch or take it to a Samsung store so they can do it for you. You can restore your Lumia at the Microsoft Store too...choice is yours.
