How can I set up an contact group in Outlook?

I have searched the web for this answer and can not figure it out. The web says to click on the "People" link on the menu, however, I do not have that option. Can someone tell me where to set this up?

Ok, so is this PC or phone.... And what phone W8.1/10, ios, droid.

Also what version of outlook and is it the W32 or app?
