How can I sync People on Lumia 640xl

Sync Microsoft entries in People to our ipad, and iphone. Icloud entries sync fine.

Just add the account on those iDevices. Whether Office 365, Outlook.com or Exchange, just add them and they will sync.

Alternatively, add iCloud to your Lumia.
