How can I use a CDME windows phone without a SIM card?

How can I use a CDME windows phone without a SIM card? It's a Tmobile phone

I bought a windows CDME phone (older version, no SIM card) Can i use this with mobile or any carrier? Can I use this as is suggested in some of the forums here, to access web, GPS, all non-sms features of a smart phone if I can't use this phone? Thank you.

You need to be with a Carrier that supports CDMA... You can get other features over wifi.. Web/access to store /email etc.
