I dont think so, Microsoft needs to check if the app doesn't cause any harm or 100% trusted thats why it is secure and virus free mobile OS,

Try putting your phone in developer mode. Search online how to do it.

well, its more so you dont install a pirated app or something you aren't supposed to it seems.

Not possible but with developer mode, app deployer and registry hack.
