How do I call toll free numbers from my lumia 720?

International assist is off but it is not connecting. Can u provide me the solution.

I just type in the numbers, including the 1, followed by the rest of the number. I'm in the US. 800, 888, 877, 866, 855 or 844 work fine for me.
