I'm having the same issue. Upgraded from win 8.1 to 10 last night.

Have tried lots of potential fixes - changing user permission settings at various levels of folder and subfolder without success (can achieve this without issue at the 'documents' and 'pictures' level, but am still unable to change the read only setting on ANY folder.)

My account is the administrator account... I'm incredibly frustrated and can't understand why I'm unable to fix this. Even trying to give my 'user' account full permissions for c:\user\user doesn't work for me - a heap of 'access denied' errors for various files. What's going on???
