How do I connect my iPhone 4 to my Asus Notebook?

Iphone 4 wont connect to Asus notebook.

I have an Asus laptop. A newer model running off of windows 8.1. I've tried almost everything but it still won't connect. I contacted customer service for my laptop but its been a month and no reply.
