How do I control both my webcams with online programs with Windows 10?

Windows Central Question

I have an Acer One 10 with dual webcams. The front webcam works for skype but for any other web-based system, only the rear cam works. How do I control the two? My Windows 10 came pre-installed so I don't have the option to revert back to another operating system. Thanks for any insight.
