how to disable message blocking

I am trying to verify my phone number by sending yes back to the company and I always get a can't send message blocking is active. How can I disable this? I have a T-Mobile Nokia Lumia 640

Go to Settings > call + SMS filter > blocked numbers > hit the checklist icon at the bottom and selection boxes appear next to each number on your list > tap the box next to the number you want to unblock > tap the unblock icon at the bottom
