How do I fix my Surface RT?

how do i fix my surface RT? it only boots to the surface logo and thats it...

i push start button and it starts till the word surface is on the screen and then it does nothing else.

Is it hanging on the Surface screen or shuts off...I had that problem once because the battery was completely drained. Powered it for a bit before I turned it back on.
