Windows Central Question

My bash kernel was compromised through some remote connection to the windows command prompt on this Toshiba Laptop. I uninstalled bash and then reinstalled it. It does create a root account but does not give me an option to create a unique Linux home account. What can I do? I don't know if this has anything to do with it but updates to Windows Defender are limited too.
