How do I make folders on my Nokia Lumia 630?

I bought a Nokia Lumia 630 yesterday, and ever since I have been trying to create folders on my main screen. No matter what I try, it just doesn't seem to work. I tried dragging tiles over each other, I tried using different apps, but it just repositions the underlaying tile. Am I doing something wrong? I have the Windows Phone 8.1 version 8.10.12397.895.

You have to either wait for the 8.1.1 update or enroll in developer preview. That feature is not currently available on WP 8.1 until you get the 8.1.1 update.
