How to manage two step authentication when resetting the phone?

Is there any cleaver way to manage the two step authentication when logging in to your Microsoft account after resetting the phone? Used to be that it accepted the SIM card as second authentication on the phone during setup, but not any longer, and sending a text during setup does nothing. If you skip it you also seem to skip the option to restore your phone from a backup so that doesn't seem to be an option either. Any bright ideas? Thanks!
