Can not work any VPN free apps

I can't speak for VPN apps, but VPN is built-in with "no app necessary." I realize many people are used to the "there's an app for that", but in Windows Phone, many features are just built-in instead.

Open Settings -> Network & Wireless -> VPN to set up a VPN.

For more information, see here. While it is specifically for WP8, it is mostly the same idea, and the instructions aren't all there for Windows 10 Mobile as of yet.
 
I use Juno Pulse to VPN to work. I use the client and not the built in Juno Pulse VPN from within Windows. I've been told we would need to update our info-structure for the built in Juno Pulse to work. The Juno client is dependent of you virus protection. When I got Windows 10 it didn't work with Norton but now it does.

I got the client from work and installed as a desktop app and it did in Windows 8.1 and Windows 7.0.
