How do I stop the error no 80860009?

how to know error no 80860009

i have nokia lumia 535 its not downloading skype and other apps show error no 80860009 how to resolve this

1 check if date and time are correct.
2 switch on location
3 sync your Microsoft account.
4 cancel the downloads
5 switch off sms backup
6 do a soft reset.
7 use WiFi for download
8 change download to internal memory (so not to SD)
9 try again.

Excuse me but I am meeting the same problem but on Lumia 630 and none of the following actions did help me. Could you suggest me what to do ?
