I'm not sure how different WP7 is to WP8 but in WP8 you can simply connect the phone like a USB drive and have access to certain folders.

Any reason why you don't want Zune?

I think you mean, copy photos from your laptop to the phone? Plug it in via USB and copy the pictures to the pictures folder on the phone. If you wan to Sync photos, you can use one drive and they will be available on all of your devices, either through the cloud, or locally if you are doing a full sync.

WP7 didn't allow direct USB access to the phone like in WP8. So you will need to install Zune, or else if it is just a few pictures, you can email them to yourself or use Onedrive.
