How do I use my Nokia Lumia 2520 tablet EU as mobile phone?

I have inserted the second SIM (the other one is on mobile phone with the same telephone number), have deactivated wireless connection and have switched on mobile broadband (HSPA) connection. Mobile broadband device status appears ready, Vodafone SIM security is on, but still I get no incoming calls. How do I activate this, please?

Unfortunately, you cannot use your tablet as a mobile phone. It does not have a cellular radio.
