How do universal apps work?

Hey, I got myself a new windows 8.1 PC, had win 7 before. Now can u please enlighten me as how the universal apps should work, eg. Modern combat 5, I thought that after playing it on the PC if I open the game on the phone I would continue from the same spot as on the PC, but it doesn't work that way.

A modern app is write once, run on PC, tablet and phone, but it's up to the developer how much else such as gameplay is common. Some games open up the same and you can carry on playing, others don't.
