How do you turn this phone off?

I've been dealing with some battery issues and I tried to shut it off by holding down the power button, then sliding the screen down like it says. As soon as it shuts down, it automatically turns itself back on.

As above. If the phone is plugged in, it will reboot. if it's unplugged, it will shut off.
