How does Cortana transfer data cross device?

I have found a recent love for Windows 10 Mobile and I really want to know what I am getting myself into when changing devices. I recently purchased an HP Elite X3, however, I have all my data from Cortana saved, for example: Where I work, my preferences for notifications for traffic, etc. Is all of this data synchronized cross device?

Overall you will feel the need for more apps on windows store . Though most of the everyday app are present but you will find the release of new apps slowly than on other platforms.
