how much does it cost to build and maintain a wp8 app ?

i know for google/android you pay $80 once off, and they give you tools and access to google play for your app, then they charge you 60% or more (if im not mistaken) per sale or income gained.

what are the costs for win8 app development ?

Here is a link to the WP Dev center. It has a lot of information on getting started. I saw in one link where it costs $19 for a subscription to Dev Center. The developer tools are free. Didn't see the charge per sale. I'm sure one of the developers could give you a bit more information and correct me if I'm wrong. But at least it's a place for you to start.
