How to create wvga or wxga screenshot if my computer doesn't support emulator?

Download the wvga app an image resizer app from windows phone store. Then rename the files to png.
 
How are you getting the screenshots? If I remember correctly, if you get the screenshots from the highest resolution your program supports, devcenter will resize the pictures for the lower resolutions automatically.

This is correct.

You can allways resize the screenshots taken from your device to 720 x 1280 with Paint or Paint.net, but that will display the screenshots less pretty on high-res devices. (but it will look great on most of the devices)

If you do not want any loss of quality then I think you really need the emulator.
