You can't enable it with cyan. It can be enabled in 8.1 developers preview or 8.1.1 developers preview only

Nope, it can be only enabled in 8.1/8.1.1 dp

Firstly you have to Change your Region & Language to United states & U.S. English respectively.

Then go to Cortana settings in the settings menu by sliding it to right & enabling the Cortana feature..

just change your speech language to English UK
