How to fix black screen on windows 7 ?

I have tried all the methods / watch all the youtube videos but every time i start my pc the black secreen comes & everytime i have to put explorer.exe command ! Is there any permanent fix ?

is the operating system bootable and usable? if yes then i suggest running a malware / virus scan as i suspect an infection.
