How to fix slow cursor pointer in Windows 10?

Since updating to W10 2 weeks ago, the cursor-pointer in a W98 game, "Robin Hood.." has become so slow as to be un-useable as soon as the graphics kick in. Changing the screen to minimum dimensions, and minimizing the colors has no effect on this. I have also applied the "Compatibility" fixer to no avail.The game played fine in W7. Do I have to go back to W7 to fix this?
