How to increase press time it takes to switch to move/resize mode?

My father's wife has some condition that causes tremors in her hands. That has led to her pushing on tiles harder to keep her finger from slipping or bouncing off before the tile is activated. That in turn sometimes leads to a finger remaining on a tile long enough to throw all the tiles into move/resize/delete mode (not sure of the terminology). From there the bouncing fingers play havoc moving, resizing, deleting (the most serious problem).

Is there a way to increase the time it takes for tiles to switch to that mode?

There probably is a way to adjust the delay for this messing with the phone's registry using Interop Unlock, but I don't know what exactly needs to be changed.

Actually, a way to "lock" the start screen would be even better since she never intentionally moves, resizes, adds or deletes tiles. Someone else does those things for her when needed which is rare.

Didn't there used to be some sort of kids mode that did that? But even if still around (I don't see it anywhere in settings) it probably has other aspects that aren't wanted.
