How to remove Contana

this apt pop up interrupts work flow. Help me send entire apt to hell

Open Cortana

Hit the hamburger Menu, then Notebook, then Settings

Turn Cortana off there.

Might be an idea to address the issue at hand rather than simply avoid it though.

open Cortana, go to Notebook, Settings and turn off "Cortana can give you suggestions..."
