How to reset Bitlocker Reset PIN on W10 with non Admin account ?

We have to provide a option to non Admin user to reset bitlocker PIN. When non admin user does not know old PIN. How can I accomplish this using c#/Powershell/and so on ..?

I hope not because Bitlocker is a safety feature and if "everyone" can change it what kind of safety feature is it. I understand however that forgetting a PIN/password is a pain but safety has his price.
