How to TRULY block a phone call?

my wife and I have Lumia 925's on T-Mobile. So that means we have not gotten Cyan yet, if ever.

My wife keeps getting calls that she doesn't want. And while blocking doesn't ring the phone from these numbers, apparently it sends the call straight to voicemail.

Is there a way with Windows Phone to TRULY block an incoming call?

have you used the call+sms filter in your settings?

yes, we have, and it does not ring for these calls,, but they do go straight to voicemail. Kind of defeating the reason for blocking a call

If it is a number that's harassing you, you can contact your carrier, they can block it at the carrier level, won't even get to your phone, you'll never see it.
