How universal app runs on lower end devices?

Microsoft announces the universal app and also bringing other developers to windows platform. I'm wonder that how this app runs on lower end devices. Currently windows phone never lags. Pc and xbox higher system spec but mobiles it doesn't. If windows phone lags in future or it smoother as always..... What the lumia lovers opinion..

from the new direction that MSFT is going through, I can be certain that higher specs of mobile would be demanded.
as the resuming screen is showing for longer time and more frequently on each new addtional update.
