How will an 'unlocked Lumia 640XL get W10M in Canada, if Carrier don't sell the phone?

I got my wife a Lumia 640XL (nice large display) running 8.1 Update 2 from the Microsoft store. She is with Telus (pay as you go), but Telus does not sell this phone.

How can this phone get the Windows 10 Mobile when Microsoft release it? Will it depends on Telus to send it OTA to the phone?
