Hyper V cannot connect to local server

I am currently running Windows 10 Pro 32 bit on 2GB RAM and Intel Core i3. I want to use Hyper V to run Ubuntu on a virtual machine. However, when I try to connect to a local server,i.e., my own PC, it keeps giving me the same error,"An error occurred while connecting to local server "My PC". Please check that the Virtual Machine Management Service is running and that you are authorized to connect to the server" and below there's a message "Connection to My PC failed: Invalid class". Basically I'm unable to create a virtual machine and since Oracle VM doesn't work with Windows 10, I'm basically unable to create any virtual machine. Please help!
