I can't find, Hey Cortana, function in Cortana settings.

Hey there I'm using Lumia 650. Dual SIM. But I can find a? Cortana function in Cortana setting can anyone can help me to find it out.

Hey Cortana requires a Snapdragon 800-series chipset I believe, which the 650 does not have.
