I have a file that I backed up using windows 3.0 or 3.1. I want to restore it/

I have it on a thumb drive and want to restore it to my windows 10 desktop. Nothing I have tried helps. I even called ms help line and they couldn't find a way. Any help?

What is the file exactly and its file type and extension? What program was used to create it? Can you give us more information?
