I have Windows 10 but the Start and Search functions are not working, how can I get them working?

I have Windows 10 but the Start and Search functions not working

When I left click on the Start and Search icons on the taskbar, nothing happens. I right click to access a menu of options like Programs and Features where the Start function is listed but still does not respond.
