I just updated to windows 10 and I can't get texts

I upgraded my phone to windows 10 and it won't allow texts until I authorize the messenging app to have access to Contacts. When I try to do that, the phone has the on off button shaded and won't allow me to turn it on.

It is always a good idea to reset your phone after a major upgrade. Especially when moving from Windows Phone 8 to Windows 10 Mobile.
