Is Iball Andi 4L Pulse is better phone with the budget of 5999, it has Quad core processor, 1.2Ghz, 1gb ram, 5mp camera and dual sim.

One spec page I found for it, says 512mb, but further down says 1gb ram.
at 480x800 screen, that puts it as a "low end" phone. Comparable to a 63x series Nokia. I wouldn't pay more than $150 (US dollars) for that. Not sure what your exchange rate is @ 5999, so can't say if that's a good price or not.
