Nope, everything migrates as a part of the install process.

Ok, so first I register as a dev with Microsoft, and then install the dev preview app? Are there any other steps?

Nope, then sit back relax and enjoy the ride. Make sure the phone is fully charged with an outlet not synced to a computer. And be very patient. It is a big update, should take about 40 minutes or so to completely install. You might need a pre- update update as well to get your phone to WP8 GDR3 and then to WP8.1. Let us know how things or if you need any help.

Ok, one more question. Is the dev registration free? I see an option for 19.00. And then there is an app studio free registration. Im assuming the app studio is the correct one, right?

Yes, use the app studio one - I did two registrations both for free.

App Studio is free. Just log in with your Microsoft account and start an App Studio project. No need to finish or upload anything.
